The usefulness of European funds in Guadeloupe?

Guadeloupe |  ,

The crisis that we have just experienced, unprecedented in its scope, has enabled us to note that the unity of nations is only an appearance since the cacophony of actions implemented have shown that our elites seem a little overwhelmed by events as soon as that it is a question of rendering accounts to their population… that said when we dig a little into the meanders of the administrations we can legitimately ask ourselves if the opacity which reigns there is not maintained by inappropriate mechanisms which help to encourage acts of delinquency. It is necessary if it is not obligatory to question the merits of this organization which seems to be playing with billions without being accountable.
An example among so many others
“To face the crisis and the major challenges of the European Union, its member states adopted in 2010 the Europe 2020 Strategy for smart, sustainable and inclusive growth. All European policies must participate in this strategy, helping to achieve the objectives it sets for research and development, employment, education, poverty alleviation and energy / climate. ”
“To do this, European policies have a defined budget for the 28 member states for seven years. For the 2014-2020 period, it amounted to € 960 billion. “
So joint actions to allow this cohesion for the 2020 horizon financed by an envelope of 1000 billion “credits” has been put in place and will be managed by the Regions – 1st observation I find it hard to believe that an official who , by nature, takes no risk in his whole life can help a boss who takes it every day to support families including his own … when we see that a CCI allocates 2/3 of its budget if it is no longer in operation, one can easily imagine that the administration of the region does the same since it responds to the same management model; are they capable of managing sustainable and economically viable projects? The effectiveness of their actions through the INSEE data concerning the creation of companies, the type of companies that are created,… If we take a look at it we still ask ourselves a question: how did these sums of money contributed to the development of the local economy?
When we see the water shortage, the state of hospitals and schools … half of the businesses created do not last 5 years … an unemployment rate which borders on 30% … here too we can ask questions about the relevance committed objectives; long live digital when you don’t have water from the tap it makes me think of the one who gives a sandwich image to the one who is hungry… moreover the aging population and depopulation are from my point of view indicators to watch and which must be taken into account in the objectives to be envisaged… they are nowhere to be found, especially since this is a problem which is present in Western Europe.
“Thus the European Commission requires the programs to concentrate a substantial amount of their envelope on a limited number of themes depending on the funds – art 18 of the European regulation” The objectives are always very vague but the amounts are precise to within a few million! how do they envisage the distribution of credits with such vague objectives … the number of inhabitants? This represents for the GPG around 2800 € / inhabitant / 7 years against 400 € / inhabitant / 7 years for the mainland… does a calculation like this seem viable? Not of course the logic would like that it is projects which are financed by these credits with people who envisage the future to build it but there also one finds oneself a little devoid of information… it is almost impossible to find traces of are used because a nebula made up of small associative structures and other mixed commissions does not have the obligation to publish their account and especially to render accounts…
Their always glowing reviews show events that they organize and whose objectives seem ineffective with regard to the problem of employment, collective well-being … and this is undoubtedly where the bottom hurts: indeed this Collective well-being which takes various forms and which above all leaves the population to hope that its elites, guarantors of the latter, are grateful for the advantages that the people grant them, for the generosity that the institutions allow them to make without blinking… and this money that Europe with his plaque “It is through speeches, debates and votes that the big questions must be resolved, with determination, patience and dedication. “, At the foot of a tree, at the entrance to the Brussels Assembly and this thing that surprises, between the sentence and the signature, a logo:” SEAP. Society of European Affairs Professionals. Incorporating Felpa. European Federation of Lobbying and Public Affairs. “, Makes available and doesn’t seem to care … showing a clear inconsistency between the objectives it displays and those it pursues in reality, a manifest lack of clarity in its decision-making but which follow very closely the objectives of industrial lobbies without citing them that seems curious all this especially from experienced managers who do not tolerate obscurity in business and I wonder if these funds and their use are good things in fact? beyond the powder in the eyes it is a waste of time and energy which serves to divert our attention towards their problems and not ours … like the bp of water, delinquency and other aging of the population and depopulation of the island.
